This DOT Hazmat: Function Specific - Placarding course should be taken by any Hazmat Employee involved in the transportation of hazardous materials that may be required to identify, administer, replace, or in any way be involved in the use of hazardous materials placarding. This includes, but is not limited to, Hazmat Employers involved in the carrying, shipment, or manufacture of hazardous materials.

Overview

Placards, like labels and markings, are used to identify hazardous materials contained in the packaging being shipped. Placards are square-on-point and identify hazards by placard color, hazard class or division, hazard name or identification number, and an icon specific to the hazard type.

Selecting appropriate placards for a hazardous material is an extremely important step in preparing a hazardous material for shipment. Appropriate placarding will assist emergency responders in their attempt to quickly identify hazardous materials in the event of a release or spill.

This course will help you properly determine the appropriate placarding for a hazardous materials shipments.

This course expands on the knowledge of placarding you received as part of your Basic General Awareness training and is included as part of Advanced General Awareness training.

Per the California Department of Public Health, Safety Unlimited, Inc. is authorized to offer 1 Contact Hour (0.1 CEUs) of Continuing Education (CE) for this program.

While these CE units are intended for Registered Environmental Health Specialists (REHS) in California, they are often transferred to other accrediting bodies. Please check with your specific agency for more details and to learn if your agency accepts this course for CE credit (Public Health Accreditation #044).

About This Course

Following the completion of all training content and achievement of passing scores on all exams, students will need to complete a brief evaluation and confirm his/her identity. After doing so, the student will have access to the course completion certificate.

This fully narrated course is built for success, and includes interactions, exercises, and quiz questions intended to help prepare students for the module exams. Students must answer each quiz question and complete each interaction in order to proceed.

Course Exams

This course has a final exam based upon the content covered in the course. The exam consists of 10 questions randomly selected from a larger pool of questions. A score of 70% or better is required to pass the exam. Students who do not pass the exam the first time may retake the exam as many times as necessary in order to pass.

Course Objectives

The objectives of this DOT Hazmat: Function Specific - Placarding course address the Federal Department of Transportation training requirements for 49 CFR 172.704(a)(2)(i).

Function-specific Training. (i) Each hazmat employee must be provided function-specific training concerning the requirements of this subchapter, or exemptions or special permits issued under subchapter A of this chapter, that are specifically applicable to the functions the employee performs.

Learning Objectives

Upon completion of this course, the student will be able to:

  • Identify the requirements for placarding;
  • Explain the hazards individual placards indicate;
  • Recognize exceptions to the placarding requirements;
  • Identify the locations on packages where placards are required; and
  • Meet the requirements for placard visibility and design.
Training Requirements

A complete DOT Hazardous Materials training curriculum must include:

Each Hazmat Employer must train, test and certify each Hazmat Employee within 90 days of employment. Recurrent training is required at least once every 3 years.

Initial training is required within 90 days for new employees or employees who assume new hazmat related responsibilities. Until they are trained, these employees may perform a hazardous materials employee function only under direct supervision.

DOT requires that hazmat employees be retrained and tested at least once every three years. However, the FAA, under 14 CFR, requires training for air carrier employees every two years.

Both the DOT and FAA require employers to maintain training records.

This training used to be referred to as DOT HM-181, DOT HM-126 or DOT HM-126F, as these are older regulations associated with these training requirements.
Additional Training

Depending on your specific occupation your employer may also require you to take OSHA, EPA, or other hazardous materials response training.

In addition to the training provided by an outside party, a student should receive site-specific training provided by his or her employer. This training should target the company's unique approach to hazard prevention, including the use of site-specific equipment, health and safety policies, and emergency procedures. As a rule, this company-specific training should be well documented.

If you are required to use any equipment for safety or other purposes as part of your job, additional training may be required.

The bottom line in ALL SITUATIONS is that employers are required to ensure their employees are trained adequately to do their job.

Per the U.S. Department of Transportation

A person whose employee(s) perform the following functions:

  • Transport hazardous materials (hazmat) in commerce;
  • Cause hazmat to be transported or shipped in commerce; or
  • Represent, mark, certify, sell, offer, recondition, test, repair, or modify packagings as qualified for use in the transportation of hazmat.

The term "hazmat employer" also includes any department, agency, or instrumentality of the United States, a State, a political subdivision of a State, or an Indian tribe engaged in offering or transporting hazmat in commerce.

HAZMAT EMPLOYEE

Per the U.S. Department of Transportation

A person who is employed by a hazardous materials employer and directly affects hazardous materials (hazmat) transportation safety.

In-Depth Security Training

In-depth Security training is required when an employer is required by 49 CFR 172.800(b) to have an In-depth Security plan. This training is site specific and covers actions taken by employees according to the employer's plan. In-depth security training is not currently offered.

Driver Training For Motor Vehicle Operators

Drivers of motor vehicles that transport hazardous materials must have training that involves how to safely transport a hazardous material by highway. This may involve a wide variety of driver safety courses. Driver training is not currently offered.
