What Has Happened.
Gulf Coast Oil Spill
On Tuesday, April 20, 2010 at approximately 10:00 PM CST an explosion occurred on the semi-submersible offshore drilling rig Deepwater Horizon located in the Gulf of Mexico about 41 miles off the Louisiana coast. The explosion caused the rig to release large amounts of oil into the Gulf. The National Oceanic and Atmospheric Administration estimated that up to 5,000 barrels a day, or about 210,000 gallons, of oil has recently leaked into the Gulf of Mexico.
After-effects
On April 30, 2010, the oil began washing ashore near the mouth of the Mississippi River on the Louisiana coast. Louisiana is home to 40 percent of the United States' wetlands and the oil threatens some 400 species of animals with the possibility of being the worst environmental disaster to hit the U.S. in two decades.

Training Needed to Participate in the Cleanup
What Do I Need?
The type of training workers need depends on how close they will be to a spill and what role they will have in stopping, containing, or recovering the spilled material from the release. The HAZWOPER standard identifies two basic phases of a response action: emergency response and post-emergency response. Depending on the size of the spill, these phases may be managed differently. In addition, workers who participate ONLY in post-emergency response require different training than emergency response workers receive.
You must be trained on the hazards of your job in a language that you understand. You must be trained before you begin oil spill response and clean-up work. Your employer must determine the type and length of training you will need. Training is based on your job duties and the job’s hazards. OSHA is monitoring BP to make sure that their site training meets OSHA requirements.
Post-emergency Response
Post-emergency response is performed “after
the immediate threat of a release has been
stabilized or eliminated and cleanup of the site
has begun” (29 CFR 1910.120(a)(3)). Oil spilled
into a marine environment is considered to be
stabilized when it is in a stable container with no
compromised structural integrity, to limit the
potential for worker exposure to associated
hazards. This includes floating bladders, barges,
drums, and roll-off containers on shore. Oil is also
considered to be stabilized when it is stranded
on shore and not reasonably expected to release
into the environment through wave or
storm effects. Floating oil is not considered to be
stabilized, even if contained within a boom.
The training needed can vary from a 4 hour awareness level for volunteers to the OSHA 40 Hour HAZWOPER Training for those who are involved with the actual clean up.

Shoreline Cleanup
In order to do shoreline cleanup, you must receive both HAZWOPER training and training from the BP contractor hired to provide training for shoreline cleanup. The contractor's training is provided for Free. After completing this class you will receive an identification card as proof of your training.

Marine Training or Vessels of Opportunity (VOO)
To work on a vessel of opportunity, you must receive training from the BP contractors hired to provide training for VOO. This training is also provided for free and is given only to crews that have been called up and hired by BP or a BP contractor. After you successfully complete the class, you will receive an identification card as proof of your training.

You may have already taken the 4-hour Module 3 – Marine Spilled Oil Response. You will only need to take the additional 4-hour Module 4 - Marine Health and Safety class. BP is making plans to provide this class in the very near future.
